Mitigation of delay in Malaysian Armed Forces construction projects

Abstract
As time passes, the conditions of the camp where most of building, infrastructures and facilities in Malaysian Armed Forces (MAF) become older and require reconstruction or refurbishment. In line with the global development in numbers ofpersonnel and military equipment most of the existing buildings in military camp need to be improved. Construction delay in government project have become a norm, MAF has no exception for this. The delay issues are important to be investigated in order to minimize the delays and perhaps some practical rectification need to be suggested to mitigate delays and to improve the performance of construction project in MAF. Quantitative approach was carried out using questionnaire survey to relate stakeholders involve in MAF construction projects that can help to achieve the objective of this research. From 100 respondents ofMAF construction project stakeholders 75 respondents replied with reliability index of Cronbach Alpha of 0.96. The data was analyzed using SPSS version 24 with ordinalmeasurement. Pilot studies with 30 respondents were conducted to improve the questionnaire design. Next, the Spearman's Rank-Order Correlation was undertaken to list the delays in the appropriate rank and the mean of element is 266.733. Therefore, it demonstrates the overall respondents were approximately agree with the cause of delay listed for MAF construction projects. Out of 65 factor of delays top five were poor coordination, poor communication, poor in work supervision, lack in work programming andfinally difficulties in projectfinancing with mean ofthe delays range from 4.85 to 4.76. The study able to rank top five mitigation measurei to overcome the delays with mean score 4.5 and above.
